Each user that needs to add employees in Jarrison Time needs to send an updated licence file licence@jarrison.net so that they can also be licensed for the change.
Sending a file can be done by going to Setup > Registration, and then clicking Email File. Below version 6.4, login and click on Configuration on the menu and then click on Registration.

If there is no email application setup, click Save File and attach the .jtr file to an email to licence@jarrison.net. Then Activate with the codes received back.
If still not able to add new employees please check the User Profile settings are correct
